BACKGROUND
Comprehensive Plan Development
2022-2023
Background
From September 2022 to November 2023, the Parish worked to update its Comprehensive Plan, a foundational policy document that establishes a framework to guide public and private decisions about future growth, preservation, and change in a community for the next 20 to 30 years. The 2045 Tangipahoa Comprehensive Plan was developed through hosting multiple community meetings, facilitating community surveys, and pairing citizen input with comprehensive research and analysis.
Plan Implementation
Current
Process
This current project, Plan Implementation, moves the Plan’s goals, objectives, and recommendations into fruition. Note that this planning project does NOT repeat Comprehensive Plan work, but builds upon it. The Plan (Chapter 14), identified four focus areas as priorities: Infrastructure and Community Facilities, Economic Development, Environment and Quality of Life, and Land Use Planning. While the focus of this project is Land Use Planning, the Project Team will leverage planning activities to provide tangible benefits across all focus areas to maximize impacts parishwide.
This project is also the beginning of Plan implementation, so not all recommendations will move forward at once. As a long-term policy document, the Comprehensive Plan will be implemented over 20 years! The Project Team will advance early Plan recommendations based on public input, Parish administration readiness, and the potential positive impacts on residents and businesses.
This project is broken into Phase I and Phase II, designed to support project understanding, effective adoption, and implementation. Phase I includes project startup, strategic engagement activities, and best practices in land management. Phase II encompasses the Comprehensive Land Use Map and Unified Development Code with outreach related to proposed changes and updates.

​A high-level project timeline, focused primarily on Phase 1, is provided below to highlight public events and the overall project workflow anticipated at the start of this project. In fulfilment of the goals and objectives of the O&E Plan, initial efforts will focus on supporting the public’s understanding of work underway while Phase 1 Code amendments proceed. Because Phase 2 code amendments are linked to how work is undertaken in Phase 1, the Project Team will continuously assess and develop Code amendments broadly and add more detail to Phase 2’s timeline as the project advances.
